On September 14, 1998 President Clinton signed Executive Order 13101 which outlined the Environmentally Preferable Purchasing (EPP) program for all Executive agencies. Under this program all Executive agencies are directed to purchase “Environmentally Preferable” products. “Environmentally Preferable” is defined in section 201 of EO 13101 as “products or services that have a lesser or reduced effect on human health and the environment when compared with competing products or services that serve the same purpose.” |
